Fines for fare dodging in Riga public transport to change

On November 26 the amounts of fines for fare dodging in Riga public transport, as well as the system of paying fines will be changed and penalties will be introduced.

Now a passenger fined for fare dodging will be able either to pay a fine of 3 lats on spot or to pay a 5 lats penalty within one month after receiving the fine bill, provided that the fine is applied for the first time in one year period. In case of a repeated penalty the fine will grow to 10 lats. Now for each repeated offence the amount of penalty will be increased by 10 lats and will be able to reach 40 lats.

If a passenger has not registered the trip, the penalty will be 2-20 lats, depending on whether it is repeated or not (see the Annex). So far the fine for fare dodging was from 2 to 5 lats.

In September 2012 Cabinet of Ministers regulations "The Order of Providing and Using Public Transport Services", which give carriers the right to apply penalties to passengers who use public transport services without paying or a valid ticket, took effect. The regulations also provide that if a passenger does not pay the penalty, the carrier has the right to submit the passenger’s personal data to third persons for fine collection, as well as to block the passenger’s personalised e-ticket for this period.

According to the data of "Rīgas satiksme", 55,289 passengers were fined in public transport in the first nine months of this year.
